Right now we are in Phase I of the program and are just receiving funding for Phase II.  Early in Phase I of the program we developed the modulator. The data link receivers are being developed and we currently have a prototype.  A major milestone reached in Phase I was to make all the software compatible.  The design work was such that no major problems were encountered.  Also in Phase I we wanted to characterize the broadcast and optimize it.  Phase I is a single site concept demonstration, while Phase II is multiple site or multiple baseline type experiment with Hagerstown and Hawk Run.  We may possibly bring in other sites through other means.  We are also developing better ionosphere/troposphere modeling techniques and implementing a pre-broadcast integrity algorithm.  This multiple baseline test will enable application developers to use the sites for an extended time to develop applications.
